Lyndon Johnson. I won't bestow his title upon him, even though he did lead the US for 6 years. I think he was behind a lot of shady stuff before and during his White House stay.
Hitler was more barbaric, but Johnson got away with a lot more.

OH I like that. I'm going with George W. Bush as well. For the crimes that we know about, the ones we are just finding out about, and the ones that will be exposed in the future.
